The U.S. Department of Treasury and Department of Labor will be hosting a webinar to walk through the prevailing wage and apprenticeship (PWA) requirements made available through the Inflation Reduction Act and what they mean for workers and employers. While prevailing wage and apprenticeship requirements have existed for more than 100 years and have long applied to projects supported by federal contracts, the Inflation Reduction Act applied these requirements to clean energy tax incentives for the first time. This summer Treasury issued proposed PWA rules to provide employers and workers with more clarity and direction on proposed IRS guardrails, incentivize employers to adopt worker-centric practices, and ensure compliance is streamlined. The comment period for the public to submit feedback on this proposed rule ended on October 30, 2023. Treasury and the IRS will carefully consider that public feedback before issuing final rules.
